Over the past 8 months, Animal Control Officers in Manchester have taken in around 8 - 10 dogs that look like Shih Tzu's or mixes, and believe that someone in the area has been breeding them.
The dogs were not in great shape when found, with such badly matted fur that they had to be sedated for grooming.
From their FB page: If anyone suspects they might know an owner we are asking you to step up and speak up, be their voice and call our office with any possible leads for us to investigate.
